No. The Help to Buy ISA (H2B) was discontinued in November 2019 and no new customers have been able to open one from that date. The Lifetime ISA (LISA) was introduced in 2017 and came into replace the H2B ISA. You can operate both at the same time and contribute to both, however, you can only use the bonus from one if you're buying your first home.
